If it isn't a seized or leaking slave cylinder then it could be a mis-matched pair. There are two different sizes (piston diameter) of slave cylinder that can fit the back brakes. I bet you've got one big & one small. How do i know? I had the same MOT fail - took 3 me retests before I sussed it!

I'm 99% certain it's the first one - but you can get them much cheaper at Euro Car Parts. Their website is incorrect though, for the Scirocco they always come up with a plastic inline filter. But if you plug in details for a Golf Mk1 1.8 GTI, you get the right one.
