Poorboys Wheel Sealant is good stuff, making them easier to clean next time. You can add a few layers when your wheels are clean.

If you want the Throbbe OCD approach I would take the wheels off. Clean with whatever works for you. Use a tar remover to get all the spots off. Use an old clay bar to get them really clean, then Autoglym Super Resin Polish, followed by Poorboys Wheel Sealant, about 3 coats, 2 hours between each. Clean and dress the wheelarches while the wheels are off.
