ignition timing

hi all,do i need to retard the ignition timing on my 1.8dxk-jet engine 1990 scala,i have invoice from the previous owner saying that it has been done,also,it has a high idle,1100rpm and poor starting from warm,any advice would be appreciated. thanks.
