Mine wouldn't splutter, it also wouldn't happen every day, it just would cut out and have to sit there for a minute or two sometimes more for it to thaw out. Worth mentioning that carb icing does start occurring at air temperatures above 0 degrees C. The air has a cooling effect on the carburettor venturi causing moisture to condense and freeze on the sides when it was a damp or foggy day the problem would be worse as there was more water in the air to condense and freeze.
