Early balljoint size was 15mm. Later size is 17mm. You can fit the later size balljoints to an early hub, but you have to ream out the hole in the hub to fit.
What are you trying to put on where?

Mk 2 Scirocco or Mk1 Golf hubs will fit just fine on your mk1 with 17mm ball joints.

That is just the "hub" - the part the brake disc attaches to.

The other part is the 'wheel bearing housing' and costs - with bearings and hubs - £120 plus £16.50 shipping from Crazy Quiffs - golfmk1.co.uk

As far as im aware the hubs are the same.
But, the hub carrier is different from a mk1 to a mk2. The suspension bolt holes are in different locations.

A Mk2 Golf hub carrier is different.
Mk1 Golf, Mk1 and Mk2 Scirocco carriers are the same.
