Yeah, I had the same problem with my previous GT. You basically need to dismantle the whole fuel system, replace the cheap bits and thoroughly clean the expensive bits. This will involve stripping down and cleaning out the carb, and blowing through all the fuel lines.

it'll be not idling as the rust is stopping the fuel getting thru. you need to get rid of the cause of the rust (almost guaranteed to be the filler neck) otherwise it will just keep coming back to haunt you.
get a magnet on a stick and go 'fishing' thru the sender in the top of the tank to get out as much rust as you can. once you've done that, put a strong magnet in the tank away from the pickup. this will then catch any remaining rust and stop it getting sucked up. replace the filler neck (good used, custom stainless or gsf golf one cut down to fit) blow thru the fuel lines and then put a new inline filter on. would be worth having a couple of spares in the glovebox as it will probably clog a few of them before it gets sorted.
if there was any water in the tank (will look like bubbles floating on the bottom) syphon as much out as you can and then treat with some 'wynns dry fuel' - this absorbs water and in a way that lets it harmlessly get burn off.
above all, don't let it get ya down. you'll get there in the end

Instead of getting frustrated with it spending money without solving the problem then maybe bite the bullet and buy a new tank and filler neck, then you can forget about rust in the tank for a good few years. I had to do this with the Scala, the tank cost £135 from GSF (paid up member discount!) and the filler neck I got off someone on here but it is easy enough to modify a Golf one to fit. I have had no problems since.

Sucking fuel and air through an appliance with a 'sparky' electric motor sounds suicidal!

You need the later, larger capacity tank for cars with a space-saver spare. If the filler neck is the one for mk1 Golfs, then that's the right one. Nate put up a guide on modifying it to fit in another post recently (should be added to the FAQ).

save you looking for it:
gsf part number 293VG0130 currently £39 on their website
you need something to cut it with (hacksaw, gas axe, angle grinder etc) a 10mm (i think) spanner and a screwdriver for pipe clips.
remove the old neck 1st. make sure the tank is as empty as you can to avoid spilling. you will need to jack up the drivers side rear corner and take the wheel off.
there is a rubber piece that connects the tank to the neck, help on with a jubilee clip each end. leave this on the tank.
compare the new and old necks next to each other to get an idea of how much you need to cut off. start cutting a little bit off. it is easy to cut a bit more off but quite hard to stick an extra bit back on!
once you've got that done, there is a metal bracket near the bend that will need a delicate adjustment to make it line up with the hole. i used the biggest lump hammer i could find, though a brick, lump of wood or a large boot would probably do the job just as well.
the only problem i had is that the original fuel cap wouldn't fit under the door. an aftermarket replacement from a mk2 astra did the job nicely
