idle and emission problems

My GTX went through the MOT this week 
however the mechanic highlighted a few problems.
Firstly, the emissions were extremly high but he made some sort of adjustment to reduce these, something to do with reducing the idling. How can i bring the emissions down without affecting the idling.
Secondly, he said it may need a cold start solenoid which would help the idling, is this true?
