breather pipe

hello, the pipe going across the top of the rear drivers side arch from the filler neck is noit connected to the main neck, is this the breather pipe and if so what does it do and how important is it?

has it just come off or has the spiggot it attaches to rusted off?

either way round, it will potentially let water and anything else that is kicked up by the rear wheel into the tank
