Hi I am trying to replace my ignition switch on a 91 scala, steering wheel, plastic trim and indicator and wiper stalks removed but I can't get the outer splined bush off the steering column, has anyone have any ideas, is it supposed to come off with a bearing puller, is the splined adapter an interference fit or sweated on because I can't shift it.

Its best to use a puller to remove it

Interference fit if you are talking about the splined adapter the steering wheel fit on.
This may seem a little odd but......
Use some 3in1 oil at the join of the adapter and column shaft and wrap the area with cling film, this keeps the oil in the general area and will allow some penetration. Leave it over night and try the puller. Don't use wd or other lubes as they won't work
