My 1987 mk2 horn not working

Hi I recently brought a mk 2 scirocco on inspection the last owner had fitted an alarm to the car on doing this he has removed the horns and was using the alarm speaker for a horn . But the alarm does not work so I have removed the alarm and fitted new dual horns to the original wiring but they don't work when I press the horn their is a click from the relay but no sound from the horns . Any one have any idea's to what I've done wrong.

Tried a different relay?
Earths nice and clean?

Not yet.have ordered one of ebay.The relay is clicking so not sure it is that.Earths are clean going to try a multi meter on the leads over the weekend see if I have a live connection
