I can't remember if GLSs have vented or solid front discs? If it's solid then you'll need to swap for a vented set and decent pads.

Aside, from this you should refurb/replace everything in the system - drums/shoes/springs/wheel cylinders/calipers. Whilst you're doing that, fit some braided brake hoses and new fluid.
That's the bare minimum.

If you really feel the need to "upgrade" you could swap the servo and master cylinder for late mk2 Golf items. A good time to do this is with the engine out so you can also remove and refurb the brake linkage bar and mechanism.

My 2.1 runs standard 239mm vented discs albeit with an Autocavan brake bar and the car stops fine.

If you have the original brake calipers and solid discs with the small pads like this
http://www.ebay.co.uk/itm/NOS-GENUINE-V ... 3a864a03ce
You can upgrade to Golf/Scirocco Gti brakes with vented disc as they have larger pads.
Like this.
http://www.ebay.co.uk/itm/VW-GOLF-JETTA ... 5d48d8778d
This way you can keep the 13" wheels, if you have 14" wheels you can upgrade to Vauxhall brakes as they are larger again.
(Bottom bit of the guide is about the calipers)
http://vwgolfmk1.org.uk/forum/index.php ... vx-brake_2

Upgrade to braided hoses and new fluid will help as will adjusting the rear brake shoes.
The Golf Gti brakes are capable of stopping the car as they was standard fitment by VW but don't expect them to feel like a modern car with over servoed brakes a they have ABS to stop you locking the wheels.

The links are the first ones I found from ebay so which ever route you decide shop around.
