Does anyone know if the 256mm brakes for 16v cars will fit under original 13" VW alloys?

I don't think they do ed. You may need 14 inch minimum.
Others may be able to confirm this.

Never tried, and most people assume 256's need 14", but I am sure KIA (RIP) had 14" wheels over TSR a 270mm conversion, which logically should mean that 13" could be made to fit over 256mm?

Thought most classes allow you to go +1" on wheel size, or am I thinking of width...

For hillclimb/sprint I'd be fine with a larger diameter, but a lot of the classic racing series ask for standard production diameter rims. I want to stay in the least modified class to begin with, otherwise I'd need to spent huge amounts to be competitive (I'm not that confident of finding a race series where the mk1 could be competitive anyway).

I don't think they will fit, I fitted my 13" wheels to my Mk1 Golf with standard 239mm disc and standard brakes and the inside of the wheel are very very close to the caliper.

I think I'll have to go with good quality friction materials to start with.
