You can run high lift cams without a vernier pulley. And as far as I'm aware most high lift cams are stamped on one end somewhere. Also I think most company's that make them just use original manufacturer blanks and grind them to whatever profile is needed. Put simply, it can be very hard to tell just by looking.

I don't really know a lot about cam shafts but some cars I've heard running with high lift cams seem to rev up and down on tick over....

More aggressive cams will do this. But not all. Mine is a 285° and idles almost as well as a standard cam. But you can notice a big difference in power at 3K and up.
The only real way to tell is to compare it against a none cammed engine and see which one goes best. Or take the cam out and see if you can find any stamps anywhere and try to cross reference this to something on the internet. Or measure the lobes and try and find some information on what the standard cam measurements would be. I ordered mine 2nd hand off someone and the only identifying mark was a number 285 stamped on one end. Other than that it looked just like a standard camshaft. Fitted it and re-tuned the carb to suit and you could tell the difference straight away.
Good luck.
