Boot seal not sealing

I'm finding water in the boot of the rocko and I'm struggling to stop it.
It seams to be finding its way into the seal where it's pushed onto the body of the car then running to the lowest point of the seal which is just above the number plate in the middle and leaks into the car.
I bought a new seal a few years ago to cure a boot leak but this new leak has got me stumped.
Can I put silican inside the seal and push it back on? Or vasiline or something to stop the water getting into the seal?
It must have been a problem with the car for some time because there's some rust on the lip where the seal goes just over the number plate.

I had this on my Scala, I turned the seal so the join is at the top of the hatch. Funny enough my Storm (which I didn't need to replace, was already fitted like that!).

Vaseline and rubber don't mix, now I await comments on that fact!

it shouldn't have any effect on rubber fuel line

tiny amounts of it will make rubber swell slightly, which is how it cures a leaky glass sunroof (please not, won't sure a sliding metal one, as the rubber isn't to keep it watertight)
