Horn not working

Car is a 1990 Scala inj.
As title says the horn doesn't work!
I have power right through the horns and up to the horn push on the steering wheel. When I touch the two wires together behind the horn push (or operate the horn push, or connect my test light to the feed here), the relay clicks. Connecting back directly to earth or to the -ve on the battery still just provides a click. What connections do I need to bypass the relay to see if this is the problem? The horns work perfectly when given a direct return to earth or the -ve terminal.

There is a small earth wire in the engine bay from the steering rack to body, the horn wont work if this is broken

I was wandering what the wire did when I replaced my steering rack, How did you find out the horn would not work?
