heater fan + no.3 fuse problems

Two unrelated issues - hope someone can help.
1. My heater fan has been temperamental for years - it tends to work ok in the summer then as soon as autumn hits it gives up. It might work for a few seconds on the third position but then slows down and completely stops. My mechanic said it might be rusted up and sitting in a pool of water. Visibility is really bad so it needs sorting out fairly urgently. I think it can be accessed from under the bonnet. Has anyone dealt with this? Any tips please?
2. Had the stereo on at the same time as a little windscreen fan plugged into the cigarette lighter (have done this several times with no problems) and the fuse (number 3) blew. So I have no internal light/cigarette lighter/stereo/central locking at the moment. I tried to replace the fuse today but it blew as I was putting it in. So presumably there's a short circuit or something going on. Please does anyone have any suggestions where to start with the fault finding?
