MK2 Horn

Hi.
I know it might seem like a mundane issue but I really am stuck!
I have checked the ign live to the horns terminals under the bonnet. Multimeter says ok.
I have cleaned the earth next to the UJ cleaned one near the 13mm bolt and also the multimeter reads resistance at both ends.
I have checked the fuse and multimeter says ok.
I checked the relay (due to no clicking) and changed it. And that still doesn't click. However the wiring to the back of the relay has suitable readings.
The wiring behind the steering wheel seems inconclusive to me, I can't get a reading from some of the connections, but not from the brown/pale blue wire that goes to the relay. However, with the ignition on, if I put a shielded screwdriver down the connections at the steering wheel end I can get the indicator relay to click and (inconsistently) what I believe the horn relay to be, to click as well!
I have tried another steering wheel and no joy.
I'm stumped, is there another earth in the steering column i'm missing, or did I buy a dodgy replacement relay, or what? haha
