Clutch pedal hits steering column

Every since I stripped out the carpets and underlay in my car I have had the problem that with the clutch fully down when I turn the steering wheel the bolt on the collumn hits the clutch pedal.
Im still waiting for a new clutch cable from VW classic parts but while looking at something else I came across this.

I know he mentions about it riding too high but looking at this part on ETKA does not make sense that this is the upstop, which I have no problem with on mine.
I then did some more searching and found this

The picture from the bentley manual shows 2 new parts I was not aware of before , the rubber buffer and the rubber stop????
Any ideas?
