1979 mk1 storm horn help and wiring mystery

EDIT: I changed the original title of the thread as my original problem has been resolved but the issues relating to it are ongoing... Long story short: My horn doesnt work and i have some "unplugged" wires on my loom and fusebox and i need to know what they plug into... please read on if you think you can help :)
Bit of a strange question but could anyone do me a huge favour and take a pic of their fuse/relay box and maybe list what relays are supposed to be in there?
the reason i ask is because my horn doesnt work (hasnt since i bought the car) and whilst troubleshooting i noticed that there was no "click" from the relay when i pushed the horn so i took a peek at the relay box and theres a few empty relay slots so i suspect that i dont actually have a horn relay :( though i cant be certain. the haynes manual/google didnt really help me much.
(my car has dual horns if that makes a difference?)

Can't do photos!!.....Modern technology!!!But seeing nobody else has helped, this may be useful.
Went out to look at the fuseboxes in my Mk1s: they look exactly like the illustration. top right, on page 200 of Haynes (Mk1 Golf, Jetta, Scirocco).
I have relays in positions (from the left) 2, 4 & 5, there are also relays above positions 2, 3 & 6. This car is a '79 GLS.
My other Mk1 has relays as above plus one in position 3, this is a '79 Storm. I guess the extra relay is fuel pump as it's injected.
So sockets without relays are quite normal.
As regards your problem: have you tested to see if current is reaching your horns. I have a recurring problem with the horns on my Scala, it's always a poor connection down by the horns. I moved the position of the horns so I don't have to crawl under the car every time! Once I clean up the connectors they work fine.I put the problem down to rarely using the horns, unlike some of our Continental cousins!! Usually I have to do this maintenance just before the MOT, but I suppose I should check more often judging by some people's experiences with Mr Plod!!!

huuuuge thanks for that reply mate.

i'll take a look at the manual as im definately a few relays short judging from your description (i think theres only 4 in my car :( ) then give the other solutions a try

I took a snap of my fusebox and it seems theres only one relay slot empty (the other empty slot only has 2 "active" pins which have some sort of metal bridge across them)
can anyone tell me what each relay does? and possibly which one is missing?

What year and model is your car?
The relay slot that has the metal bridge across it, is for the dual headlights.

its a 1979 storm
i think i managed to get hold of the missing relay (it was a multi purpose horn/fan relay)
it didnt cure my horn problem so i cleaned all the connectors on the horns and theyre still not working so im stumped :(
i'll list the relays that are installed incase it helps in a diagnosis.
going from the pic i posted in my previous post....
1st relay, top row : 171 955 529 (rear wiper?)
2nd relay, top row (missing in my pic but now found) : 141 951 253b (multi purpose horn/fan?)
1st relay, bottom row: 171 937 503 (horn?)
2nd relay, bottom row: the relay with the fuse in it (fuel pump?)
3rd relay, bottom row: 321 955 531a (variable wiper?)
4th relay, bottom row: 111 953 227d (indicators/hazards?)
all fuses are intact and all other features on the car seem to work fine except the horn so maybe i have the wrong relay or i have a bad connection somewhere?

I cannot help with the part numbers at the moment, but from looking at a wiring diagram:
The relay positions on the plate are marked from left to right – J K L M N
The bridge in the relay plate in position J between the pins J1 to J3 is only fitted on vehicles with dual headlights.
The relay in position K is the "relief relay for X contact". It is just a normal VW 40 amp relay usually numbered 53.
The relay in position L is the fuel pump relay with integral fuse.
The relay in position M is the rear wiper-washer relay.
The relay in position N is the emergency light relay.
The relay on top of the fuse box on the left is the wash-wipe-intermittent relay.
The relay on the right next to it is the horn relay, and should have two Brown wires, one black wire and one Brown/blue wire coming out the back of it, and it is a similar type relay to the one in position K.
It is possible that the rear wiper-washer and the wash-wipe-intermittent relays are the other way round. It is not unknown for numbers and descriptions to be transposed in the diagrams.
Hope this helps.
If the horns still do not work, try connecting them directly to a battery. If they then work, then the problem is either at the horn push or somewhere in the wiring in between. If the horns do not work, but you can hear the relay click when you press the horn button, then the fault is between the horns and the relay connections. I am assuming that the fuse, number nine I think, has not blown.

ive yet to try connecting the horns to a battery etc but i'll try that tomorrow. i also have a test lamp to try too.
The plot thickens...
i did however manage to have a look behind my fusebox as i noticed a wire which wasnt plugged into anything.
upon removing the fusebox i discovered 2 more unplugged wires.
i have no idea what theyre supposed to be connected to so maybe one of you good people can help me out?
the first is a red and black wire with a white plug on the end. its attatched to the fusebox itself and is coming out of the white block which can be seen behind it in the picture. im guessing its supposed to plug into the loom somewhere
the second is a yellow and white wire, again, with a white connector on the end. its part of the loom under the dash and im guessing it plugs into the fusebox somewhere.
the third is a grey and white wire with a larger white connector on it. its also a part of the loom
and lastly i noticed that there are no wires attatched to the top fuse of the top 2 fuses in the fuse box (if that even makes sense? hopefully the picture below will clarify things :p) though the fuse position has a fuse in it.
Help?!

the horns work fine when connected directly to the battery. ive also been told that the wires and unconnected fuse are probably just from things that arent in my car (front and rear fogs etc)
still no closer to getting the horns to work though :(

stupid question but have you checked the wire from the body of the car to the steering rack ? kind of in the middle of the fire wall.
Also is the copper ring making good contact under the steering wheel?

As Jake said, when my horn wouldn't work is was the earth wire on the steering rack!

ive managed to hook up a test lamp at the horns and im not getting any power to them when i switch the ignition on.
i also cant find the earth wire on the steering rack :s

any idea what i do about this problem? lol im guessing theres supposed to be an attatchment point on both the rack and the chassis for the earth? i couldnt see anything
