Have you pulled the airbox off and checked the choke flap moves easily and it opens as the car warms up? It sounds like its overfueling a bit causing the drivability issues. Its several years since i had a pierburg so i can't really remember everything to check over, but sounds like it could be the choke has failed, think it has a bimetalic strip and a water heater that operate it.

Sorted the flange - 17953 is GSF part number - £7 odd. Took me less than half an hour to fit. Ace.
Overfuelling sounds right. I get a whiff of petrol at fairly frequent intervals and it seems to use more fuel than previous sciroccos I've owned. I've got a weber on its way so hopefully fitting that will solve it. It's got a part missing though (possibly an idle control screw and throttle return spring apparently) so we'll see how i get on replacing those first. I also need the other bits to fit it - apparently I'll need a manual choke and a different air filter. Will the filter from my scala i help at all?
Is fitting a Weber a big job? Anyone got an estimate on how long it might take me? And how long it might take a mechanic? - so I can weigh up whether to pay someone else to do it instead!
