Probably, although from your picture neither seal looks that bad.
The rust may cause an issue, but you will be able to repair this and use the existing seals again.
Check all the other areas mentioned above first though, I would say it is more likely to be one of those.
Tailgate seal is still available new from VW Heritage/VW Classic Parts. Screen seal probably is as well. Boot lock seal and light seals were also available last time I checked. Don't pay the inflated eBay prices for any of these.

I'd be very surprised if these are the source.
Seals round the windows, usually windscreens tend to leak after the spots of rust become serious rot.
I would think that the tailgate seal would need monsoon like conditions to leak in that area, unless the steel underneath is seriously bent.
Seals round the lamps are more suspect, as is the seal round the lock.

Still looking for the source... thinking of removing the headlining from the car as I need to take a look at the sunroof and why is it catching.. could this be a source of the leak?
