Fuel pump should prime with the turn of the key and stay on I thought?

Hello jojo, A little more info will help us with some possible answers to your problem.
What year and model car do you have, fuel injection or carb.
Have you looked inside the filler neck when you put petrol in the car as that is usually where they rust and you can see a hole in the filler neck.
When was the car last serviced and how old are the spark plugs, HT leads, dissy cap, rotor arm?
Why did you change the fuel filter and what fuel filter did you use?

If there is rust in the tank that is most likely your problem. It is a common thing and causes exactly what you have described.

Put a magnet in the fuel tank to help catch the crap. Replace or repair the filler neck asap.
If you have a weber remove the jets and blow through them, not sure if the pierburg jets come out but if they do, do the same.
There may be a gauze filter on the inlet of the carb, if so take it out and clean it.
Check the fuel lines, both rubber and hard lines, for signs of corrosion and cracking. If any sign of this, replace them.

You basically want to make 100% sure there is nothing blocking the fuel getting into the engine.

Bypass the swirl pot temporarily and see if it runs any better, if it's going through the filter but not getting to the carb this is really the only thing in the way. If the carb outlet is blocked all the fuel will go straight back to the tank.
