12V on the earth means it’s not making a circuit with battery negative for some reason. That’s a classic “loaded neutral” symptom. I cannot remember how it works on the scirocco. Normally, car door switches make the circuit to earth via the bodywork. The connection can go bad if the screws rust.

Given all the above are you absolutely certain the 15A fuse in position 3 is not blown? It serves cigarette lighter, radio, dash clocks, interior lights, and central locking (if fitted).

Did you restrict the fuel return line when you fitted the Weber? I found this improved the performance of my Weber until I got around to ditching it in favour of a refurbished Pierburg. I suppose it depends how desperate you are for them. Someone in Germany seems to be selling reproductions. Pretty pricey by the time you take into account shipping and whatever eBay decide to rush you for VAT.

I think the OP (nearly two years ago) was referring to the metal beauty ring rather than the centre cap. I suspect a lot of people just replace them with non-OEM chrome ones. I think on these cars the feed and return are very similar so I doubt that of itself matters. I’d worry more about the configuration being neither stock nor in accordance with the Weber instructions.
