I have a mk2 loom in mine and (having just removed the front washer bottle) I'm pretty sure the earth cable goes all the way back to a horrible crimped multiconnector (it has about 8 earth cables in a massive single crimp) hidden in one of the big cable sleeves between the bulkhead and the battery. I'd try swapping in the rear motor first.

Swap the motors round - see if it the motor is the issue first. After you've rinsed out the bottle with hot water and blown through all the pipes of course.

Just follow the brown wire in the loom.

Pull off the plug from the washer pump, check where the brown wire is on, make a wire on the chassis and connect with the pump.

Try it now, if still does not work check if you get 12 volts up there, if not check fuse.

If you do have power (12 volt) pump is dead.

Stupid question, has it been frozen ?.

Isn't it ground side switched though?

Nope, all the brown wires in the Scirocco are earth at all time because the chassis is earth.

Tried swapping the motor around, still very inconsistent. Going to try a new stalk, as it works (again inconsistently, but more often) if the wipers are in any of the on positions rather than off.
