Tighten the cable adjusters to bring the handle down, if they're out of adjustment you'll need to check the drums to ensure the auto adjust is spring is pulling the tapered adjuster cam down, or perhaps you might even need new shoes.
As for the switch, might need a picture to illustrate the issue.

just check your brake fluid level too
if thats low the light will also come on
if thats low the light will also come on
